WHEREAS, the County finds that in order to aid and encourage the renovation and preservation of the property located at 315 East Chapel Hill Street (the “Property”) in downtown Durham and encourage the development of the Company’s boutique hotel to this property, it is necessary and desirable to provide inducements for the Company to renovate the Property into an approximately 54 guest room boutique hotel, event/meeting space and restaurant, as further defined herein; and
