THIS AGREEMENT (“Agreement”) is between the New York State (the “State”) Office of the State Comptroller, by the Department of Audit and Control (“OSC”), on behalf of the New York State and Local Retirement System (“Retirement System” or “NYSLRS”), whose main office and principal place of business is 110 State Street, Albany, New York, 12236, and CEM Benchmarking, Inc. (the “Contractor”), whose office is located at 372 Bay Street, Suite 1000, Toronto, ON M5H2W9.
