This Contract (the “Contract”) is made as of the Effective Date by and between, Noresco, LLC (the “Contractor,”) with a principal place of business at Westborough, Massachusetts, acting by Jessica Newfell, its Proposal Administrator and the State of Connecticut, Department of Administrative Services (“DAS”), with a principal place of business at 450 Columbus Boulevard, Hartford, Connecticut 06103, acting by Mark Carroza, its Contract Specialist, in accordance with Sections 4a-2 and 4a-51 of the Connecticut General Statutes.
