THIS FIRST AMENDMENT by and between the New York State Office of General Services, a part of the Executive Department organized and existing under the laws of the State of New York, and having its principal place of business located at the Empire State Plaza, Albany, New York 12242, (hereinafter referred to as “OGS” or "State"), and Van Bortel Ford, Inc. (“Van Bortel” or “Contractor”) with offices at 71 Marsh Road, E. Rochester, NY 14445. The foregoing are collectively referred to as the “Parties”.
