WHEREAS Québec and Ontario have maintained ongoing relations with respect to the Francophonie since signing a first Cooperation and Exchange Agreement in 1969, and that both provinces are home to a significant French-speaking population and are committed to supporting and strengthening the richness and diversity of the Francophonie;

WHEREAS Québec and Prince Edward Island signed a first Cooperation and Exchange Agreement on August 19, 1989, and they wish to update and broaden this agreement in order to continue their collaboration and increase the links forged between them over nearly twenty years;
