On July 26, 2017, PJM Interconnection, L.L.C. (PJM), filed an executed Cost Responsibility Agreement (CRA) between PJM and Spruance Genco, LLC (Spruance Genco) because PJM intends to charge Spruance Geno for its costs to perform certain modeling, studies and/or analysis to evaluate Spruance Genco’s interconnection with the PJM Transmission System.1 You state that the CRA provides that the required studies will identify the necessary interconnection facilities, network upgrades, and estimated costs that may be required to provide interconnection service under the PJM Tariff. You also state that the CRA establishes the amount of the upfront deposit to be provided for performing the necessary studies and a good faith estimate for the time required to complete the studies. Additionally, you state that the CRA sets forth provisions regarding confidentiality, limitations on liability, assignment, notices, waiver, amendments and other standard terms and conditions.
