The Government of the Kyrgyz Republic respectfully submits this Counter- Memorial in support of its objections on jurisdiction on the ground that the present dispute falls outside of the article 25 of the Convention on the Settlement of Investment Disputes between States and Nationals of Other States of October 14, 1966.
