THIS DEVELOPMENT AGREEMENT ("Agreement") is made and entered into this 17th day of December, 2013, by and between Harper County, Kansas, a municipal corporation duly organized under the laws of the State of Kansas ("County"); and Cancun Mexican Grill ("Developer") (with "Developer" and "County" collectively referred to as the "Parties" and each a "Party").
