In order to understand how the Creative Commons Licenses work, one must first understand what the difference is between copyright and licensing. A copyright is simply an “exclusive right as [an] author to own that work.” So for example anytime someone creates or generates a type of work, whether it is a picture, an essay, a computer program, the author owns the copyright to that work they created. A license is the agreement that defines the rules and guidelines to which the copyrighted work can be used, reproduced, modified, etc. When people buy licenses they are NOT buying the copyright of the work, they are simply buying the license which the bounds and control to which the copyrighted work can be used.
