December 1, 2015, by and among the CITY OF DETROIT (the “City”), a home rule city organized and existing under the constitution and laws of the State of Michigan, the GENERAL RETIREMENT SYSTEM OF THE CITY OF DETROIT (the “GRS”), a qualified governmental pension plan and trust under Section 414(d) of the Internal Revenue Code, and the GREAT LAKES WATER AUTHORITY (the “Authority”), a municipal authority and public body corporate organized and existing under and pursuant to the provisions of Act No. 233, Public Acts of Michigan, 1955, as amended (“Act 233”).

This Agreement, hereinafter referred to as “Contract” is made and entered into as of the date fully executed by and between the County of Orange, a political subdivision of the State of California; hereinafter referred to as “County,” and Empower Retirement, LLC, with a place of business at 8515 East Orchard Road, Greenwich Village, Colorado 80111-5002; hereinafter referred to as “Contractor” or “Empower,” with County and Contractor sometimes referred to as “Party”, or collectively as “Parties.”
