Whereas the DEPARTMENT proposes to undertake a Design Build Finance Maintain (DBFM) Project, hereinafter referred to as the PROJECT to construct Express Lanes along SR 400 (PI 0001757) in Fulton and Forsyth County, Georgia by contract as authorized by O.C.G.A. § 32-2-81; and,
