, 2023 (the “Effective Date”) by and among City of Missouri City, Texas, a Texas home-rule municipal corporation (the “City”), Reinvestment Zone Number Two, City of Missouri City, a tax increment reinvestment zone (the “Zone”) created by the City, pursuant to Chapter 311, Texas Tax Code, the Missouri City Development Authority, a nonprofit Texas local government corporation created pursuant to the provisions of Chapter 431, Subchapter D, Texas Transportation Code, and formed by and on behalf of the City (the “Authority”), and DPEG Vicksburg, LP, a Texas limited partnership (the “Developer”).
