(hereinafter “Modification”) is entered into by and between Palm Beach County, (the “County”), Phoenix Real Estate Associates, Inc., (“Developer”), Century Citrus Isles Corp., (“New Developer”), and Robert S. Forman, P.A. Trust Account (the “Escrow Agent”).
