The Early Action Compact concept began in June 2002 with EPA’s endorsement of an Early Action protocol for parts of Texas (http://www.epa.gov/region6/6pd/air/pd-l/8_hour_ozone.pdf) EPA and Texas representatives agreed to amend the Early Action protocol in November 2002.
