The Economic Cooperation Framework Agreement (ECFA) was signed between Taiwan and China in July of 2010. That was nearly three years ago. The agreement remains the most important formal undertaking taken between the two regions in more than 60 years. The goal of ECFA is to allow both regions to enjoy the fruits of a modicum of direct economic cooperation and development without having to address the more difficult issue of political sovereignty -- something that will presumably be resolved in the future. The fact that the agreement is making slow progress is proof that it is hard to separate a government (sovereign or not) from its economy, especially when de facto borders are involved and respected. To remain relevant and consequential in other spheres of legitimate political activity, both domestic and abroad, the governments of Taiwan and China must to some extent exercise control and direction on trade and capital flows. Efforts by China and Taiwan to improve cross-strait relations have begun by building economic cooperation between the two countries. This cooperation is called the Economic Cooperation Framework Agreement (ECFA). This agreement considers the economic conditions of the two countries which gradually reduce or eliminate trade and investment barriers to each other. Both countries are committed to creating a fair trade and investment environment. For this reason, this research analyzes what the interests of China and Taiwan are in the ECFA framework, the benefits obtained by China and Taiwan, as well as an analysis of China's prospects and Taiwan relations within the framework of the ECFA agreement. Theories used in this research are International Cooperation, International Agreement, Soft Power theory and National Interest theory. This research used qualitative research methods. The research found that China-Taiwan relations after the EFCA agreement succeeded in reducing political tensions

The ECFA was signed by Taiwan and Mainland China on June 29, 2010. It is Taiwan’s new overall national economic policy calling for rapproachment with Mainland China. A primary purpose of this Agreement is to establish a quasi national cross-strait common market within the framework of the WTO as well as to design the legal framework of bilateral economic cooperation. It is a course for the Chinese common market as the final economic integration. By its nature the current ECFA lies somewhat between a free trade agreement and a bilateral trade agreement within the framework of the WTO in the sector of trade in goods. Two parties have agreed on a new model of preferential treatment for goods exported from Taiwan to Mainland China. An agreed Early Harvest for Trade in Goods list is favourable for Taiwan, while an Early Harvest for Trade in Services list is balanced one for both parties.
