Emergency Medical Services Appropriation Standard Agreement • November 1st, 2001

The State of California enacted AB 430, copy attached, that funds the Emergency Medical Services Appropriation (EMSA) for 2001-02. Legislation implementing EMSA first occurred last fiscal year to provide reimbursement for uncompensated emergency services provided by physicians to the indigent population. Your Board authorized HSA to participate in the program last year. EMSA must be authorized by the legislature each year. It is not an ongoing program and is dependent on the availability of funds. Thus far the state has used the Cigarette and Tobacco Products Surtax Fund through the California Healthcare for lndigents Program (CHIP) to pay physicians.
