is entered into as of the Effective Date (as defined in Section 15 hereof) by and between the DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT, a principal division of the government of the State of Maryland (the "Department") and County Commissioners of Caroline County, a body politic and corporate of the State of Maryland (F.I.D. ) (the “Grantee”).
