Denmark has started the green transition almost 40 ye- ars ago. Denmark has a long tradition of active energy policy, initiated by the first oil crisis in 1973. Over the years, numerous actions have been taken on the basis of a broad consensus in the Danish Parliament - both in order to reduce the energy consumption and in order to increase the share of renewable energy.

The Dutch government has introduced an ambitious, long-term development plan for offshore wind, based on the national Energy Agreement (2013). The government sees offshore wind as an essential contribution to achieve the Netherlands’ target of 16% sustainable energy in 2023. It also set the ambitious goal of a 40% reduction of offshore LCOE (Levelised Cost Of Electricity) compared to the 2014 level. In order to achieve this, the Dutch government carefully planned a subsidy tender process for offshore wind.
