This project will construct 21 Historical Street Lights one block west, one block east and one half block south of the Kaufmann Park at 3rd Street and Wheeler Avenue. The lighting will be constructed in similar appearance to street lights that existed in this location during the early 20th Century, a period that saw the construction of several buildings in the area that are now on the National Register of Historical Places. The nostalgic appeal will be another draw for shoppers, tourists and seekers of entertainment to an area well known for history, commerce and popular community events.

This project will plan, design and build the extension of the Moore’s Creek Drainage Ditch to extend drainage to the southwest and to serve current areas as well as the proposed US Highway 30 realignment project. A potential route is shown on the attached exhibit. Design may be completed by internal City of Grand Island staff with assistance from the selected consultant. Detention cells may also be included as part of the project. This project is not part of the approved Capital Improvement Program but is recommended because of the time sensitive opportunity to save funds.

The Grand Island Area Metropolitan Planning Organization (GIAMPO) is the designated Metropolitan Planning Organization (MPO) for the Grand Island, Nebraska urbanized area. In April 2016, the GIAMPO Policy Board approved Journey 2040, the Grand Island’s metropolitan region’s Long Range Transportation Plan (LRTP). One of the LRTP recommendations includes conducting a pedestrian and bicycle study for the Grand Island Area that identifies a walking and biking network along with recommending bicycle and pedestrian projects.

A Request for Statement of Qualifications was advertised in the Grand Island Independent on Wednesday, December 10th, 2008. The advertisement was also sent to 3 Engineering Consulting companies. Statements of Qualifications were received from Black & Veatch of Kansas City, Missouri: CH2MHill of Omaha, Nebraska and HDR Engineering, Inc of Omaha, Nebraska on December 17th, 2008. Statements were reviewed by City Administrator – Jeff Pederson, Assistant City Attorney – Wes Nespor, Waste Water Superintendent - John M Henderson, and Public Works Director – Steve Riehle. Phone interviews were conducted on December 19th, 2008. After consideration of the scope of Industrial Waste Water Permitting, a decision was made to update the city council. A study session was held on January 6, 2009 where staff advised that an agreement would be brought forward for council consideration at a subsequent meeting.

The City of Grand Island had two separate engineering firms’ complete studies on the condition and status of the Sycamore Street underpass which was built in 1950. These studies outlined some repairs and replacements which should be implemented to extend the life of the structure. Most issues needing to be addressed are related to the retaining walls of the structure as well as the South Front Street Bridge. The current storm sewer pumping system for the underpass is also outdated and in poor repair. The main purpose of this project is to do further geotechnical and structural analysis, analyze the recommendations, and to develop the most cost effective design to present to council prior to construction.
