These rules aim to enable goods, services, capital, and persons to move freely about the EEA in an open and competitive environment, a concept referred to as the four freedoms. The objective of the EEA Agreement, as laid down in Article 1, is to “promote a continuous and balanced strengthening of trade and economic relations between the Contracting Parties… with the view to creating a homogenous European Economic Area”.

It guarantees the EU Single Market's four freedoms, as well as non-discrimination and equal rules of competition throughout the EEA area. The EEA Agreement also covers cooperation in areas such as research and development, education, social policy, the environment, consumer protection, tourism and culture. The three EEA EFTA states are entitled to participation in a number of EU programmes and agencies and may second national experts to the Commission. The same rules and conditions apply to all businesses within the EEA. EU legislation relating to the internal market is part of EEA countries’ legislation. What does the EEA Agreement cover? In addition to the commitments that fall under the internal market and its related policies, the EEA Agreement ensures the three states’ participation in a number of EU programmes and agencies in the fields of: research and development (R&D) education social policy environment consumer protection tourism culture Norway, Iceland and Liechtenstein do not formally access the EU decision-making process. However, they are able to provide input during the preparatory phases.
