This Intergovernmental Agreement (“Agreement”), effective September 1, 2023 (“Effective Date”), is between the City of Portland, a municipal corporation of the state of Oregon, and acting by and through the Portland Housing Bureau (“City” or “PHB”), and Multnomah County, a municipal subdivision of the state of Oregon (“County”). The City and County may be referred to jointly in this Agreement as the “Parties,” or individually as a “Party.”
