This Enterprise Zone Expansion and Project Development Agreement (the “Agreement”), dated as of September , 2017 (the “Effective Date”), is made and entered into between the City of Springfield, Illinois, a municipal corporation (the “City”) and Lincoln Land Energy Center LLC, a Delaware limited liability company (the “Developer”)which is owned by Ember Partners, LLC, a Delaware limited liability company d/b/a “EmberClear”, hereinafter referred to in the singular as Party and collectively as the Parties.
