WHEREAS The Town of The Blue Mountains By-Law No. 2019-62 (hereinafter referred to as “the By-Law”) prohibits the discharge of wastewater to the sanitary sewer containing matter that is in excess of the limits set out in Section 7.1 of the By-law (hereinafter referred to as “non-complying wastewater”), but provides in section 18 of the By-law that The Town of The Blue Mountains may permit the discharge of such non-complying wastewater to the extent as set out in and in compliance with an Extra Strength Surcharge Agreement.
