Contract Type FiledOctober 31st, 2014Discussions between the parties under Article 13 centered around quality of life issues with regard to schedules and overtime in the Dept. of Rehabilitation and Correction and the Department of Youth Services. While the State argued that other institutional agencies do allow for 17 weekends off for all employees, the union understood that such a radical change would up-end the lives of thousands of Corrections and Youth Services employees. Additionally, the state’s proposal would not address the problem of employees wanting days off for family and personal events that don’t fall on the weekend. The union counter-proposed a way for union employees to negotiate switching schedules that gave all employees a say and would help less-senior employees get the days off they really desired. The Fact Finder agreed with the union that such a radical move should be discussed between all the parties and should not be determined by a neutral. However, he did not adopt the union’s counter- proposal.
