In the NC Innovations Waiver, participating in the Individual and Family Directed Supports Employer of Record Model means that the member or legally responsible person for that member is the Employer of Record and is responsible for making sure that employees and payroll taxes are paid. The Employer of Record may designate a Representative to perform or assist in performing Employer of Record duties. The Financial Support Agency is an agent for the Employer of Record, and pays employees on behalf of the Employer of Record.
