All grant funds must be expended for charitable purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the “Code”). In addition, grant funds (including any interest earned thereon) may not be used for any of the following purposes: to attempt to influence legislation or the outcome of any specific public election; to carry on, directly or indirectly, any voter registration drive; to make grants to individuals or to other organizations which do not comply with the requirements of Section 4945(d)(3) or (4) of the Code; to promote violence or terrorist activities, or to undertake any activities for a non- charitable purpose.
