The agreement requires significant health reform action including the establishment of improved local accountability and responsiveness of public hospital health services through devolved local governance and management, improved and transparent performance reporting and accountability measures, major changes to improve the transparency of public hospital funding through a national health funding pool, and a nationally consistent approach to activity-based funding as a means of improving patient access to services and public hospital efficiency.
