The purpose of this letter is to direct GMF – Jacksonville Pool, LLC (“GMF”) to take certain action regarding federally funded properties. The Eureka Garden Apartments, a GMF property, has been in poor physical condition since the assignment of the Housing Assistance Payment (“HAP”) Contract to you on December 12, 2012. HUD informed you on December 10, 2015 that GMF is in default of the HAP for Eureka Garden Apartments. HUD now directs you to take no further distributions from Eureka Garden Apartments until such time as GMF has restored the property to decent, safe, and sanitary conditions as determined by a HUD inspection of the property. HUD also directs you to return any and all distributions taken by GMF from December 12, 2012 to date.

On January 15, 2021, NAME REDACTED ("Complainant") filed a complaint with the United States Department of Housing and Urban Development (“the Department” or “HUD”). On August 15, 2022, the Complaint was amended to add two Respondents. Complainant alleged that Perris Family Apartments, LLC, Perris Family Apartments L.P, The Coachella Valley Housing Coalition, Hyder & Company dba Hyder Property Management Professionals1, Kenneth Parker, and Terri Valdespino (collectively, "Respondents") discriminated against her on the basis of sex in violation of subsections 804(b) and 804(c) and Section 818 of the Fair Housing Act, Title VIII of the Civil Rights Act of 1968 as amended (42 U.S.C. § 3601 et seq.) (“the Act”) when Respondent Kenneth Parker (“Parker”) offered to provide maintenance services on her unit in exchange for sexual favors and Respondents failed to prevent further incidents of sexual harassment by Parker.
