This research uses a qualitative approach with literature study and interview as the technique of the data collection. Data analysis draws on qualitative analysis consisted of multiple steps such as data collection, data reduction, data displays, and conclusion drawing. The conceptual framework of this research departs from the demographic condition of Indonesia is experiencing the surplus labor of nurses, an analysis of Indonesia's foreign policy related delivery nurses to Japan, the results of the implementation of IJEPA are the dynamics of delivery nurse Indonesia to Japan 2008-2013 and the improvement of competitiveness of Indonesian nurses until the evaluation of the implementation of the IJEPA in the concept of strategic partnership for Indonesia.

Indonesia-Japan Economic Partnership Agreement (IJEPA) is the economic cooperation between Indonesia and Japan to reduce barriers in trade between the two countries. Import duties on tariffs and non-tariffs of about 80% of 9275 total tariff posts will be 0%, 10% tariff heading will be reduced gradually. The relationship between Indonesia and Japan in trade is very good. Japan is a trading partner country with the highest trade value with Indonesia. Trade between Indonesia and Japan has a surplus for Indonesia but tends to fluctuate. The analysis of IJEPA's influence on the value of Indonesia-Japan trade was done using paired T test. Based on the analysis, the trade value between Indonesia and Japan after IJEPA implementation increased if compared to before IJEPA implementation.

This study describes the collaboration between Indonesia and Japan which was formed in the Indonesia-Japan Economic Partnership Agreement (IJEPA) cooperation. In this study discussing such cooperation, especially in the field of export of Indonesian coffee products, the focus of this research is on the process of cooperation in the field of coffee exports, what obstacles are faced by the Indonesian government in the process of exporting coffee to Japan. Coffee is one of Indonesia's leading commodities exported to Japan. As a host with quality coffee like this, the Indonesian government will strive to optimize export markets for Indonesian coffee products to foreign countries by facilitating exporters of coffee throughout the archipelago. Especially in the export of coffee to Japan, where the demand for coffee exports to Japan is very high and is based on IJEPA's collaboration which results in a reduction in import duties, which is beneficial for Indonesia and Japan. Indonesia Japan Economic Partnership Agreements also Known as IJEPA has lead Indonesia and Japan to a bilateral agreement in economic. IJEPA has three pillars, Liberalism, Facilitation and Cooperation. From those Pillars both Indonesia and Japan hopes that they will have a great benefit from it. At the fact when IJEPA has been applied Japan make a good fortunate to sent their products to Indonesia but for Indonesia, instead has a good benefit to the economic after the IJEPA took place IJEPA has lead Indonesia to had a great escalation on Import from Japan, meanwhile the products from Indonesia still can’t compete in Japan domestic market so the Indonesia export can not have the equal in Indonesia Balance of Trade.
