The Ministry of Justice (Authority) has adopted a new system for the management and rehabilitation of offenders. It has appointed 21 Community Rehabilitation Companies (each referred to as Contractors) to provide services in their respective designated areas. Its stated intention is to open up service delivery to enable a wide market to work with offenders to improve reoffending rates.
