ORS 337.090(2) stipulates that the Board shall take a bond or an irrevocable letter of credit from publishers entering into this contract, and that the Board shall set the amount of the bond. The bond amount has historically been $10,000, but this amount is a barrier for participation to publishers of Open Educational Resources with no revenue stream.
