This agreement, known as the Interagency Coordination Agreement (ICA) on Stream Mitigation Banking Within the Regulatory Boundaries of the Chicago District, Corps of Engineers and the Regulatory Boundaries of the 2.5 counties in Indiana, would be the guiding document that outlines the regulatory requirements for the authorization, management and monitoring of any proposed stream mitigation bank in Cook, DuPage, Kane, Lake, McHenry, and Will County Illinois, and in Lake, Porter, and LaPorte County in Northwestern Indiana.

The Polk County Family Services Collaborative, the Crookston School District 593, the Area Special Education Cooperative 997, Polk County Social Services and Polk County Public Health, hereafter referred to as the “agencies,” enter into this agreement beginning October 1, 2003 and ending December 31, 2006.

It further sets out the criteria for authorizing applicants (e.g., individuals, corporations, units of government) to withdraw credits from a mitigation bank to offset unavoidable wetland impacts that would result from the applicant's proposed activity.
