The Airborne and Special Operations Museum, located in downtown Fayetteville, North Carolina, was set to become a casualty of a reduction in military funding. 1 Fort Bragg faced a difficult situation when they could no longer afford the custodial service contract for the museum due to a budget reduction in 2013.2 Daily custodial services are required by the state in order to maintain the museum’s regularly scheduled hours of operation.3 This left Fort Bragg with the prospect of closing the museum several days a week, despite the importance to the City of Fayetteville of maintaining the museum’s current daily schedule, due to an investment in advertising money aimed at attracting more tourism to the downtown area.4

The City has had an Intergovernmental Support Agreement (IGSA) since 1968 to accept wastewater from the Rock Island Arsenal (RIA) at the Mill Street treatment plant. In March 2019, the Public Works Department collaborated with the City of Moline on an IGSA for services affiliated with solid waste collection. The result has been cost effective solid waste collection and an enhanced relationship with the RIA. When the Public Works Department staff learned of three (3) additional IGSA opportunities, staff prepared proposals to add to these services to those the City already provides to the RIA and build on the intergovernmental relationship between the City and the RIA. The three (3) proposed services are for Electrical Maintenance, Sanitary Sewage Lift Station Operation, and Water Treatment and Distribution Operation. The proposal is for a ten (10) year agreement with the RIA for these services. The agreements may be extended in 10-year increments if mutually agreed upon by the City and

The Secretary of the Army has delegated the signature authority to execute a non-Federal Acquisition Regulation (FAR) agreement on behalf of the Army for Municipal Services, Base Operations Support Services and Facilities Maintenance and Repair to the IMCOM Commander. The IMCOM Commander further delegated signature authority to the USAG-FB Garrison Commander (hereinafter GC).

Per the IGSA, which has a term of ten years (negotiated annually), the City and its service partner ESG, Inc. will provide maintenance to the water storage towers and tanks on the two installations set 30 miles apart. To provide this ongoing service, which also includes elevated tanks and pressure tanks, crews will implement a proactive maintenance schedule, execute an annual inspections plan and provide a 24-hour portal for all parties to view work orders and progress to date.
