between the TEXAS DEPARTMENT OF TRANSPORTATION, an agency of the State of Texas, as authorized by the Texas Transportation Commission, hereinafter identified as “TxDOT,” and the NORTH TEXAS TOLLWAY AUTHORITY, a regional tollway authority and a political subdivision of the State of Texas, hereinafter identified as the “Authority,” is executed to be effective the day of , 2008 (the “Effective Date”).
