THIS AGREEMENT is made and entered into by and between the TOWN OF SOUTHPORT, NEW YORK, a New York Municipal Corporation, with offices located at 1139 Pennsylvania Avenue, Elmira, New York 14904 (hereinafter referred to as “Town”) and the CITY OF ELMIRA, NEW YORK, a New York Municipal Corporation, with offices located at 317 East Church Street, Elmira, New York, 14901 (hereinafter referred to as “City”) effective on the last date signed by a party hereto.
