This Bill is one of many agreement Bills that have proceeded through this Parliament. We place great importance on our resources sector, and many projects that are important to the economic growth of this State rely on a state agreement Act. This project will not proceed without the underpinning of such a legislative agreement. We are therefore keen that this Bill be put in place. This is one of many projects that are being mooted for development in Western Australia, particularly in the Pilbara.

The purpose of this Bill is to ratify the Iron Ore Processing (Mineralogy Pty. Ltd.) Agreement dated 5 December 2001 between the State of Western Australia, Mineralogy Pty Ltd, and six co-proponent companies. This agreement has been negotiated to facilitate the mining and processing of magnetite iron ore from mining leases held by Mineralogy Pty Ltd at Fortescue, near Cape Preston, in the Pilbara region.

The current State Government considers that the Regional Investment Fund, with funding comprising a total of $75 million over 4 years to cover all regional areas within the State, provides this compensation. In this respect, the Fund is inadequate in two major respects: firstly, it is essentially a capital fund with a limited duration and does not address the continuing revenue needs of Pilbara local governments; and secondly, the amount likely to be applied to the Pilbara will comprise only a fraction of the funds available across the State.

The legislation before the Chamber is a state agreement Act and fundamentally the Parliament has two options: to either agree or disagree. It is not our role to make any changes or modifications to the agreement. In my view that is how it should be. The Bill is designed to ratify the Iron Ore Processing (Mineralogy Pty. Ltd.) Agreement dated 5 December 2001, between the State of Western Australia and Mineralogy Pty Ltd and six co-proponent companies. The deposit that the company wishes to develop is located near Cape Preston, west of Dampier. It is a significant magnetite iron ore deposit located close to the ocean, and as such the cost of transporting the iron ore from the deposit to the processing stage and then to the port is minimal by comparison with the existing iron ore deposits in the Pilbara.
