MANASSAS, a municipal corporation of the Commonwealth of Virginia (“Manassas”), and the CITY OF MANASSAS PARK, a municipal corporation of the Commonwealth of Virginia (“Manassas Park”) (Manassas and Manassas Park are hereafter individually referred to as a “Party” and jointly referred to as the “Parties”).
