THIS AGREEMENT (“Agreement”) is made, entered into and effective this day of September, 2016, by and among the City of West St. Paul, a Minnesota municipal corporation (“City”) and STJ Properties, LLC, (“Landowner”). Subject to the terms and conditions hereafter stated and based on the representations, warranties, covenants, agreements and recitals of the parties herein contained, the parties do hereby agree as follows:
