So you'll have time to think that over and talk about it with the people from Union Pacific and let them know how reasonable I have been, but that I do know how to be unreasonable and I can be more unreasonable than they. Because although this is one of the Speaker's top bills, I'll fix them because there are other bills in front of it. And if I find out that they're going to not agree to something like this which I think is eminently fair, I might pull out all the stops because there hasn't been a bill where I really had to fight and show what I'm able to do late in the session as a man approaching 60. And I have to prove it every year that I haven't lost anything, that I get stronger and can last longer in terms of discussing things on the floor of the Legislature. I also would like to put together an amendment for the body's consideration that relates to a company that may hold back this money that is withdrawn, not meet the level of investment, not meet the level of emp

Democrats and Republicans have come to a responsible agreement that puts the needs of our Nation above the Republicans’ partisan agenda. While this agreement is not perfect, it does address both invest- ment in domestic priorities that ben- efit the middle class and defense spend- ing. It helps us avoid a major threat to jobs and the general economy. The time to do away with the devastating sequester cuts that are harming our middle class and military is not in the future. It is right now. Democrats hope to end sequestration for the good of our great country.
SENATOR CHAMBERS: It's an agreement made in advance about how something is going to be done.Legislative Agreement • July 23rd, 2012
Contract Type FiledJuly 23rd, 2012SENATOR CHAMBERS: So...all right. And that's all that I have to ask you at this point. Members of the Legislature, I'm opposed to granting anything to the courts in addition to what they have, I want to make that clear from the beginning. I am not a part of Senator Pedersen and Senator Brashear and the twenty-something other senators' deal. Never am I swayed by the number of people who can be persuaded to go along with something in advance, and they must all have been told that there's something in it for them or their district. So we're dealing with a political issue here and not really something that's in the best interest of the judiciary or the public. Now Senator Brashear is not able to say this, because he doesn't want to distract you with other matters, but those who have observed the Douglas County District Court and County Court recognize that those judges don't work what are considered to be full days.

Nasn't it an agreement, Senator Kremer, with those people who were board members and very interested in Natural Re- source Districts and ground water conservancy districts that they would self destruct themselves after a certain period of time? After 1357 was passed.

If t hey were honorable people, they would keep that agreement, but the Legislature is so often tricked by being told this is as far as we are going. You will notice that when I deal with you, whether it is on the death penalty or divestment from South Africa, I will acknowledge that I am getting all that I can this y ear but I w ill b e b a ck, that i f I am t rying t o g e t consideration for the a thletes as fa r as p r otection of scholarships, or whatever, this is what I can get but I will be back. Contract Type FiledSeptember 12th, 2012agreement with the people represented by Senator Schmitt and Senator Fisher would be like words written in sand. They don't have any meaning. You make agreements, you try to get people to shift their position in order to obtain an advantage and if the advantage is once obtained by causing one side to shift its position, then youturnaround and violate your word and your agreement so that you can have what you consider the best of both worlds. It might work once. It might even work twice, but this is a long legislative session, not in terms of days, but in terms of what it is that different groups are going to try to achieve and the anxiety they may feel if they see those desires being frustrated because their representatives cannot be trusted. More is at stake here than adding two additional commissioners to the Game and Parks Commission. The way I view it is as an issue of principle. Either people who enter agreements, who negotiate and persuade those with whom they negotiate that they
