The agreement includes a $295 million capital outlay package that will, among other things, increase funding for senior centers and higher education institutions statewide, fully fund the State’s economic development closing fund, split the funding of major statewide highway projects ($45 million) and highway infrastructure development near Santa Teresa ($8 million) in half between general funds and severance tax bonds. Also funded will be $84 million in local infrastructure projects supported by local government officials around the state, and critical capital outlay projects for state agencies including hospitals, correctional facilities and forest/watershed/river restoration. The bill will also provide critical matching funds for tribal water settlement projects.

SENATOR CHAMBERS: So...all right. And that's all that I have to ask you at this point. Members of the Legislature, I'm opposed to granting anything to the courts in addition to what they have, I want to make that clear from the beginning. I am not a part of Senator Pedersen and Senator Brashear and the twenty-something other senators' deal. Never am I swayed by the number of people who can be persuaded to go along with something in advance, and they must all have been told that there's something in it for them or their district. So we're dealing with a political issue here and not really something that's in the best interest of the judiciary or the public. Now Senator Brashear is not able to say this, because he doesn't want to distract you with other matters, but those who have observed the Douglas County District Court and County Court recognize that those judges don't work what are considered to be full days.

You make agreements, you try to get people to shift their position in order to obtain an advantage and if the advantage is once obtained by causing one side to shift its position, then youturnaround and violate your word and your agreement so that you can have what you consider the best of both worlds. It might work once. It might even work twice, but this is a long legislative session, not in terms of days, but in terms of what it is that different groups are going to try to achieve and the anxiety they may feel if they see those desires being frustrated because their representatives cannot be trusted. More is at stake here than adding two additional commissioners to the Game and Parks Commission. The way I view it is as an issue of principle.
