We have, as everyone realized, an agreement that was worked out on General File. It was discussed. It Is in the record. I can't find my copy of the record but Senator DeCamp has one and if he would loan it to me I would be more than happy to read that transcript. I think it is very important. We have an agreement. The agreement is very clear. There is not very many auestions revolving around it and yet we have some who have some questions about this who would like to go back into extended negotiations again. Now the ultimate result of the extended negotiations is to try to change what was basically agreed to. Now I think that is kind of a very difficult way and

Now, we have all had different opinions as to what the pr oblems o r nonproblems as to constitutionality were. We think we have them solved. But there is no guarantee. Now, if t h ere s h ould b e a pr o b lem, t hen the b a lance i s disrupted, if one part of the bill becomes la w and another p a r t of the bill does not become law, because then you have given one segment of taxpayers property tax relief, you h ave n o t g i v en another group, if that happens. It just allows it as a bargaining item, and I don't know how anybody can vote against that, frankly. I do think that Senator Hilgert's point about some of the misinformation on this bill, people are looking at, when they writing these letters, they're looking at bills that have been introduced in the past, for some of their arguments at least, and other of thearguments are based on a gut reaction on the whole issue of right to work. So be sure that you look carefully. This isn't a very long bill. Be sure that you look carefully at it andI think that you will see that it isn't harmful, that itis fair to everybody, and that it does allow employees and employers to establish a policy towards this end.
