WHEREAS, this Agreement is made on this day of , 2011, by and between Beaufort County, South Carolina, and the Town of Hilton Head Island, South Carolina, for the purpose of establishing the terms and conditions of the participation by the Town in a county- wide stormwater utility, which utility shall be operated by the County.
