Agreement of the Management Board on 28 March 2018 approves the launching and outlines the rules and regulations of the 30th edition of the "Pop Rock Villa of Bilbao Contest", under art. 23.2.a) of the General Law 38/2003 on Subsidies, which given its uniqueness, permits the rules and regulations to be included in the approval itself, as foreseen by the First Additional Provision of the General By-law determining the rules for granting subsidies by approval of the City Council of Bilbao and its municipal organisms and legal entities, approved on 30 June 2016 by the Plenary Council.

During the calendar years of 2012 and 2013, the East Puerto Rico Coral Reef Education and Management Coordination Specialist for the NOAA Coral Reef Conservation Program, implemented the goal to support the Puerto Rico Department of Natural and Environmental Resources (PRDNER) on several tasks pertaining to the implementation of management plans and Local Action Strategies (LAS) for two East Puerto Rico Natural Reserves: Canal de Luis Peña (Culebra) and Arrecifes la Cordillera (Fajardo) Natural Reserves. The Specialist developed and implemented outreach and education activities for both sites and assisted in efforts to engage stakeholders from surrounding local communities in the implementation of management activities of both sites.

The Culebra Fishers Association, founded in 1967, recommended since 1980 the establishment of small no-take fishery reserves as a tool to recover local depleted fisheries in Culebra, Puerto Rico. After a successful community effort, the Puerto Rico Planning Board designated the Luis Peña Channel Natural Reserve on June 11, 1999 as a tool to begin the recovery of fisheries. The Puerto Rico Department of Natural and Environmental Resources (PRDNER) further designated the reserve as a no-take fishery reserve on September 30, 1999. Through a grant from the National Fish and Wildlife Foundation Coral Reef Conservation Fund, the management plan was accomplished by September 2008 with community input. The next step would be to begin the implementation of the management plan.
