This Lease Agreement is entered into this day of , 2007, by and between the Board of Trustees of the Pohnpei Public Lands Trust whose address is P.O. No. 5L-82-02, as amended (designating certain public lands trust for lease to the Commission).

This Agreement is entered into by the Government of the United States and the Government of the Federated States of Micronesia in recognition of their mutual desire to fulfill their obligations and responsibilities in the implementation of United States Economic Assistance, Programs, and Services as Set Forth in Title Two of the Compact, as amended and section 105(f)(1)(b) of the Compact of Free Association Amendments Act of 2003. The purpose of this Agreement is to record the procedures that are most efficient, economical, and beneficial to the discharge of the obligations and responsibilities of each government and which each party agrees to implement and abide by. Except as otherwise provided, this Agreement shall be construed and implemented in a manner consistent with the Compact, as amended.
