WHEREAS, the Missouri legislature has authorized the establishment of public charter schools in a metropolitan school district or in an urban school district containing most or all of a city with a population greater than three hundred fifty thousand inhabitants; and WHEREAS, the Sponsor has the authority to sponsor charter schools pursuant to sec- tion 160.400.2 RSMo; and
