The actual carrier is not a successive carrier covered by the agreement for international carriage as per Article 1 paragraph 3 and Article 36. The difference between the two types of carriers is that in successive carriage, the passenger or consignor contracts individually with different car- riers for carriage over each specific segment, whereas in carriage under Chapter V the passenger or consignor enters into a single contract with the contracting carrier. There is no contractual relationship between the passenger/consignor and the actual carrier, only between the contracting and the actual carrier.1
