With the development and implementation of Plan C, a question has arisen regarding the withdrawal date of a district that is enrolled in the Plan C option. The Municipal Cooperative Agreement (MCA) was initially designed based on the plan year of the health insurance plan starting on July 1st and ending on June 30th of each year. For Plan C school districts this presents a problem in that the Plan C benefit year runs from January 1st to December 31st of each year. For a Plan C school district to withdraw at any other point during the year except for December 31st presents significant administrative difficulties for that school district as well as the enrollees of that school district. In order to accommodate the withdrawal of a Plan C school district, based on the plan year of that plan design, the StLL Plan’s Board of Directors has approved the following language as an Amendment to the Plan’s MCA.

The Greater Tompkins County Municipal Health Insurance Consortium received its Certificate of Authority to conduct operations in October 2010 and began providing health insurance for 2000 employees and retirees of thirteen municipalities within Tompkins County on January 1, 2011. GTCMHIC is an insurance company that creates benefit plans, collects premiums, and pays medical and pharmaceutical claims for its cover members.
