All persons now receiving utility service from the city, or who may hereafter make application therefor, shall be considered as having agreed to be bound by all utility rules and regulations as filed with the Wisconsin Public Service Commission.

This is an agreement between the City of Jacksonville (hereinafter “City”), and the owner(s) of the above listed property for the construction of certain improvements, described hereunder as the designated work, to the systems connecting owner’s property and structures to the City water system.
