Develop a statewide needs assessment and a comprehensive state strategic plan to address the gaps in prevention, treatment, and recovery identified in the needs assessment. The assessment and plan will identify areas where opioid misuse and harm are most prevalent, number and location of opioid treatment providers in the state, and recovery initiatives.
