On August 28, 2000, @link Networks, Inc. (@link), and Qwest Corporation, formerly known as U S WEST Communications, Inc. (Qwest), filed a Negotiated Wireline Interconnection Agreement with the Public Utility Commission of Oregon (Commission). The parties seek approval of the agreeme nt under Section 252(e) of the Telecommunications Act of 1996.
