(“Agreement”) is entered into as of the Effective Date (as defined herein) by and between the DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (the “Department"), a principal department of the State of Maryland (“State”) and (the “Grantee”). The Department and the Grantee are each a “Party” and may collectively be referred to as the “Parties”.
